The 44th Ordinary Session of the Council of Ministers (CM) of the Niger Basin Authority (NBA) was held on December 5, 2025 at the Azalai Hotel in Ouagadougou, Burkina Faso, under the chairmanship of Mr. Roger BARO, Minister of the Environment , Water and Sanitation, Supervisory Minister of the NBA in Burkina Faso and Chairman of the NBA Council of Ministers.
In addition to the Chairman, attendees of the 44th Ordinary Session of the NBA’CM include: (i) the NBA Supervising Ministers in Cameroon, Mali and Chad, (ii) the Mandated Representatives of the NBA Supervising Ministers in Benin, Côte d’Ivoire, Guinea, Niger, Nigeria and (iii) the NBA Executive Secretary.
The 44th Ordinary Session of the Niger Basin Authority (NBA) Council of Ministers was also attended by, among others: the Resident Representative of the World Bank in Burkina Faso, the Representative of the African Development Bank, the Chargé affairs of the Embassy of the Kingdom of the Netherlands in Burkina Faso, the Executive Secretary of the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS), the Executive Director of the Volta Basin Authority (VBA), the Executive Director of the Mono Basin Authority (MBA), the Acting Executive Secretary of the Global Water Partnership in West Africa (GWP/WA), the Representative of the OSS, the Representative of Wetlands International, the Director General of the Kandadji Dam Agency, the Director General of the Taoussa Development Authority, the Representative of Mainstream Energy Solutions Ltd, the Representative of GIZ, the Chairman of the Regional Coordination of Natural Resources Users of the Niger Basin (RCU), the Chairman of Natural Resources Users (NCU) in Burkina Faso, the Representative of the Governor of the Kadiogo Region, the Representative of the Chairman of the Special Delegation of the Commune of Ouagadougou, Members of the Technical Committee of Experts (CTE), the External Auditors of the NBA accounts, Consultants in charge of updating the Administrative, Financial and Accounting Procedural Manual as well as the procurement regulations, the Strategic Plan 2026-2030, the Operational Plan 2026-2030 as well as the Executives of the NBA Executive Secretariat.
At the conclusion of its 44th Ordinary Session, the Council of Ministers adopted the following Resolutions:
- Resolution No. 1 on the adoption of the Executive Secretary’s progress report as at 30th September, 2025;
- Resolution No. 2 on the adoption of the External Auditors’ reports on the NBA Executive Secretariat’s accounting and financial management for FY 2024;
- Resolution No. 3 on the adoption of the Financial Controller’s reports on the implementation of the NBA Executive Secretariat’s FY 2024 budget and FY 2025 budget as at 30th June;
- Resolution No. 4 on the adoption of the revised NBA Administrative, Financial and Accounting Procedural Manual, as well as the revised Procurement Regulations of the NBA Executive Secretariat;
- Resolution No. 5 on the approval of the NBA 2013-2022 Strategic Plan (SP) evaluation results;
- Resolution No. 6 on the adoption of the NBA 2026-2030 Strategic Plan (SP) and its Operational Plan (OP);
- Resolution No. 7 on the adoption of the NBA 2026 Annual Work Plan and Budget (AWPB);
- Resolution No. 8 on the Water Resilience and Enhancement Development Programme for West Africa - NBA Component (DREVE/NBA);
- Resolution No. 9 on the speeding of the implementation of the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB);
- Resolution No. 10 on the enhancing capacity of the Executive Secretariat of the Niger Basin Authority.
Ministers also made a solemn appeal to all Member States as well as to Technical and Financial Partners to increase their support for a high-performing NBA in fulfilling its missions, in accordance with the Shared Vision and the strategic directions of the Heads of State and Government of the NBA.
The Ministers agreed to meet, in the last quarter of 2026, in Abidjan for the 45th ordinary Session of the NBA Council of Ministers.
Ahead of the 44th Ordinary Session of the NBA Council of Ministers, the NBA Technical Committee of Experts’ Meeting took place from December 1st to 4th, 2025 in the same city of Ouagadougou.
